This project, won at open tender in mid-1998, involved a review of the effectiveness and efficiency of the Offender Management (Prisons) System.The review involved an examination of staff, prisoner and stakeholders issues. Accordingly, the review adopted an extensive interview and review process involving one-on-one interviews, focus groups, literature and documentary analysis. Stakeholders interviewed included prisoners, officers, prison administrators, Ministry staff, external stakeholders and vested interest groups, the Minister, The Shadow Minister, Chairman of the Senate Estimates Committee, the Ombudsman, Staff Union, and others.In all some 150 recommendations were presented as well as a detailed implementation and change management strategy.The Ministry retained JCG to conduct a feedback session to all those who participated in the review and are further retained them for involvement during the two-year implementation period. |
